MASQUE, the IETF working group behind proxying UDP and IP traffic over HTTP/3, has 3 published RFCs and 6 active drafts, and 2026 is already its busiest year for new draft revisions: 24 so far. Datatracker lists 17 Internet-Drafts in the group. The Ethernet-over-HTTP draft reached revision 16 on 9 October 2026 and is in IESG evaluation.

Headline numbers

  1. Three standards are already published: RFC 9297 (HTTP Datagrams) and RFC 9298 (Proxying UDP in HTTP, known as CONNECT-UDP), both on 24 August 2022, and RFC 9484 (Proxying IP in HTTP) on 19 October 2023.
  2. 6 drafts are active. One (bound UDP, for listening sockets) is in the RFC Editor queue, one (Ethernet frames) is in IESG evaluation, one (QUIC-aware proxying) is in working-group last call and three are working-group documents.
  3. 124 draft revisions since 2020. The count for 2026 to date (24) is above every full year, including 2022 (21), when the first two RFCs were finished.

Why proxy providers care

CONNECT-UDP lets a proxy carry QUIC, and so HTTP/3, without falling back to a TCP tunnel. Oxylabs says it added MASQUE support to its residential proxies; its blog post says that “the one that carries UDP traffic, known as CONNECT-UDP” is the part it built. In a press release dated 6 October 2026 and published by Cybernews, the company described itself as “becoming the first provider to deliver native HTTP/3 and QUIC proxying over a residential proxy network”. That is Oxylabs’ claim; we didn’t test it or survey other providers.

Method

On 12 October 2026 we pulled the MASQUE group’s documents, states, milestones and revision events from the IETF Datatracker API. A revision is a new-revision event. Status combines Datatracker’s draft state with its IESG and working-group stream states. RFC dates are the Datatracker “published” events. A script recomputes every number on this page from the saved API responses.

Caveats

  • Draft counts include early individual drafts that were later replaced by working-group versions (7 replaced, 1 expired), so the 17 drafts are not 17 separate proposals.
  • Revision counts measure editing activity, not progress or adoption. Deployment by vendors isn’t tracked in Datatracker.
  • Datatracker lists 3 active milestones and 4 more attached to a charter revision; neither set has due dates.
