How many residential IPs do proxy providers say they have in each country, and how does that compare with how many people are online there? We captured the public websites of 14 residential proxy providers on 2 October 2026 and pulled every per-country IP figure they publish for the 40 countries with the most internet users, plus the Netherlands. We set those figures against internet users, fixed-broadband subscriptions and mobile subscriptions from the World Bank, which republishes ITU data.
Read this first. Every IP figure on this page is a provider’s own marketing claim. Nobody has audited them, and we haven’t either. Providers don’t say whether a figure means IPs seen in a month, IPs online now, or something else, and some of the same provider’s pages give different numbers for the same country. Treat this as a comparison of claims, not of real pool sizes.

Headline numbers
- 10 of the 14 providers publish per-country IP counts. Between them they give 177 provider–country figures for our 41 countries. Three (Bright Data, Oxylabs and SOAX) have a page for almost every country. The others list only their top 5 to 12 countries. For Proxy-Seller and ProxyEmpire we found only a global total, and for Rayobyte and Massive only a country count. NetNut’s site showed a US government seizure notice when we captured it, so it isn’t included.
- The same provider can give the same country very different numbers. On Bright Data’s locations list the US has 11,269,276 IPs; its US country page says 2,817,319. For all 12 countries that appear on both, the list figure is four times the country-page figure, to within 0.001%. Decodo’s homepage gives the US 16.1M+ IPs and its residential-proxies page 7.1M+. For Canada the two pages say 3.1M+ and 540K+. The pages don’t explain the difference. They may count different products or time windows.
- The biggest per-country claims are in the US, Brazil and India. The highest US figure is 19,380,480 (Oxylabs). That is about 6.0 IPs per 100 US internet users, against 134,223,000 US fixed-broadband subscriptions. Brazil’s highest is 13,725,120 (SOAX) and India’s 12,219,233 (Oxylabs).
- Relative to internet users, the highest claims are in South Africa, Argentina and Spain. The top claim there works out at 14.6, 13.0 and 12.7 IPs per 100 internet users. At the other end, the top claims for China (0.72) and India (1.19) are small next to their online populations of 1,288.4M and 1,024.7M.
- In 4 countries a provider claims more IPs than the country has fixed-broadband subscriptions. South Africa: 7,335,720 (SOAX) against 3,423,048 subscriptions; Pakistan: 7,612,080 (SOAX) against 3,682,585 subscriptions; Morocco: 4,091,760 (SOAX) against 2,825,153 subscriptions; Nigeria: 248,760 (SOAX) against 183,207 subscriptions. All 4 are countries where most people go online by mobile, and SOAX describes its network as “residential and mobile”, so mobile IPs may be part of these figures. A home connection can also use many IP addresses over a month.
- Headline totals run from 30 million to 400 million IPs. Bright Data’s 400M+ would equal about 6.6% of the world’s 6,046.6M internet users (2025). Most providers claim 190 to 195 countries. ProxyEmpire says 170+, Proxyrack 140+ and Proxy-Seller 220+ “locations”. Bright Data lists 191 country pages, Oxylabs 199 (plus 7 regional pages) and SOAX 197. The World Bank tracks 217 economies.
- Russia and Iran are the clearest coverage gap. Neither Bright Data nor Oxylabs has a page for them. SOAX lists both, with 2,074,320 IPs for Russia and 119,280 for Iran.

Each cell is the highest figure the provider shows for that country across the pages we captured. Where its pages disagree, the lowest figure is shown below it. – means we found no figure for that country.

Method
- Providers. 15 residential proxy providers that we cover elsewhere on ProxyPicker. NetNut’s site (netnut.io) showed only a seizure notice when we captured it and is left out, which leaves 14.
- Captures. On 2 October 2026 we saved each provider’s homepage, residential-proxy page and locations page, plus every individual country page Bright Data, Oxylabs and SOAX have for our 41 countries. That was 149 pages in all. Each saved file is logged with its URL, the time it was captured and a SHA-256 hash, which is in the CSV. We read the English pages as served to a desktop browser, without logging in.
- What counts as a claim. A number followed by “IPs” or “IP addresses” and tied to one country by its name, a demonym (“German IPs”) or its country page. On a country page we keep only figures for that country, and we skip figures labelled mobile, datacenter or ISP and the site-wide totals. Rounded figures such as “5M+” count at face value (5,000,000). Regional figures, such as “Europe”, are left out.
- Baseline. Internet users = the ITU share of individuals using the internet (IT.NET.USER.ZS) × total population (SP.POP.TOTL), for the latest year with both. Fixed-broadband subscriptions (IT.NET.BBND) and mobile subscriptions (IT.CEL.SETS) are the latest available year. All four come from the World Bank API (data last updated 13 July 2026).
- Countries. The 40 economies with the most internet users, plus the Netherlands, which is a common proxy location.
- Verification. A separate script re-reads the saved pages and checks that each figure appears in the capture with its country, then recomputes every number on this page and in the CSVs from those captures and the raw World Bank files.
Caveats
- These are claims, not measurements. We can’t see inside any provider’s network. A figure on a website shows what the provider chose to publish that day. It isn’t a verified pool size.
- Definitions differ and are rarely stated. A figure may count unique IPs seen over a month, IPs available at one moment, or something else, and it may include mobile or ISP addresses. Bright Data’s country pages call its network “400M+ monthly peers”. Comparing two providers’ figures for one country compares two marketing claims that may not measure the same thing.
- Figures change. Providers update these numbers, and ours is one snapshot from 2 October 2026.
- Short lists. 7 of the 10 providers with per-country figures show only their top countries, so a dash doesn’t mean a provider has no IPs in that country.
- Internet users aren’t IP addresses. Many users share one public IP through carrier-grade NAT, especially on mobile networks, and one household or phone can use several IPs over a month. The per-user ratios show scale, not how many of a country’s devices are in proxy networks.
- Overlap. One device can be in several networks, and some providers resell others’ IPs, so the figures can’t be added up across providers.
- Baseline lag. ITU data runs one to two years behind and is partly estimated, especially for lower-income countries.
- No judgement about sourcing. This page doesn’t assess how any provider recruits its IPs. For that, see our residential proxy botnet timeline.
